Try turning the phone on while it's still connected to the charging lead. If it works then you most likely have a faulty battery and will need to buy a new one.
If not, your phone is faulty. Diagnosing less obvious faults on dead mobile phones requires special skills and tools so the only option will be to take the phone to a repair shop.
