Ive installed a AMD 3500 x64 single core on a biostar Ge-Force 6100-m9, have dvd burner and cd burner, 350 watt antec ps, XP pro and floppy drive. I'm A+ certified and pretty much a geek. Windows loads every other reboot, otherwise sits on bios screen on every other. Running 2 512's in dual channel. clueless. any ideas?
Let's try running a memory test program. http://memtest.org/
Scroll down till you see the three screen shots. Just under them pick you're choice of bootable media to test you're memory.
Download - Pre-Compiled Bootable ISO (.zip)
or
Download - Pre-Compiled package for Floppy (DOS - Win)
Luck!

To map9966- though I knew my memory was fine I ran the floppy test since you went through the trouble of uploading. My mem tested fine. What I did find out is when I unplug my NEC1300 external usb burner (Backpack they called it 5 yrs ago), my windows boots fine every time. Tried a diff USB port (on back of PC) and had same prob. Haven't tried the front USB ports yet, but all I have to do is plug it in and it'll burn when I need it (I also have an internal DVD burner so it's not an issue), but can only boot with it plugged in every other time. Talk about strange ! My bios boot order is fine so it's a USB issue with this board. At least my USB printer is ok. Thanks for your time friend, and I too would have suggested a mem check first. Peace!
