It will turn GREEN when the battery is fully-charged.
Is there a problem with the battery not accepting a charge?
Remove the battery, to see if the computer will start without it.

It sounds like your PSU is defective. If you replace your PSU it should resolve the issue, this is quite common with some toshiba power supplies. The flashing light is to let you know the battery is empty or the system is in hibernation.

3, Battery orange when charging green when fully charged

1:) the battery is dead, and needs to be replaced ( suggest e-bay china seller for cheapest )
2:) the AC adaptor or dc socket on the motherboard is Faulty.
3:) motherboard fault, regarding charging circuit board.
Go for the most cost effective option First. New Battery. Then AC Adaptor. Finally would be motherboard replacement.
