This is called "Letterbox" and is common among sources. There is nothing wrong with your TV. When a movie or TV show is filmed, the camera it is filmed on has a certain resolution. It also goes through alot of processing before it reaches your TV. Your TV also has what is called a "Native Resolution". If the output resolution of your DVD, or TV station is not the same as your TV's Native Resolution, the TV "scales" the image to fit on the TV, hence the black bars on the top and the bottom of the image.
Click Start/Control Panel and look for Appearance and Personalization. Open the Screen Resolution. Adjust your resolution and see if that does it for you. Normal resolution is 1024x768 but you can also give it a higher resolution.
You can also get there by clicking Start, then in the search box type resolution. Look at the top for the returned search results and click Adjust Screen Resolution.
The action you took to fix your computer by resetting it has reset the screen resolution to what sounds like the XP default.
To adjust the screen resolution follow this set of instructions-
First right-click on the desktop and then left click on Properties from the menu that appears.
The display properties dialogue box will appear, click on the settings tab at the top right of the box.
Screen Resolution This slide bar is what you use to change the resolution, the options you have will depend on your graphics card and monitor, but the standard options are 800x600, 1024x768 and 1152x864.
Changing the Resolution To change your resolution simply slide the bar along to the resolution of your choice and then click the Apply button.
After clicking Apply your screen will resize to the new resolution and you will be presented with a confirm dialogue box, if you are happy with the way your screen looks then simply click Yes, if you would like to try a different resolution click No.
I had this problem on my PC and I tried everything from updating drivers to re installing the software and updating my graphics card but nothing seemed to work.
And then as a last resort I right clicked on the icon on my desktop and chose properties and clicked on the Compatability tab and unchecked on display settings Run in 640x480 screen resolution.
This worked and did not affect the webcam in anyway.
