Not sure what version of Windows you're trying to install or what you mean by "cannot install windows" but it is possible that Windows 7 and lower might not have drivers if there's a special hard drive controller in that model.
Assuming you can't install windows because you cannot see the hard drive, You might need to download the driver for the storage controller/hard drive controller for your exact model on another computer and put it on a USB disk. When you're getting to the part where it's asking where to install windows look for Load Driver, and choose your USB disk.
If all works out, you should then see the hard drive and then can install windows.

Before you did the install did you make sure that you set your CMOS setting to check for a cd disk first before booting straight to the hard drive? When you do an install, you must make sure that the computer knows to look for a bootable disk otherwise it will look for an operating system to boot to first. If this is the problem, after you have installed your operating system you must go back and reset your CMOS settings to look for a hard drive or operating system. You can use a hard drive imaging program such as Norton Ghost to create a recovery DVD(s). Norton Ghost is available as part of System Works or as a stand alone program. Power Quest's Drive Image is also an alternative, however it is too old to be compatible with Vista - you could do a Drive Image outside of Windows - booting off the Floppy.

System recovery
Step 1: Click on “Recovery actions”.
Step 2: You are presented with a list of available options
CHOOSE-->Recover system from CD/DVD backup
If you choose to restore from an image on an optical disk, the BIOS will be
changed to boot from the optical drive. If no backup disk is found, you are
prompted to insert the disk.
Reinstall
IF THOSE DISKS DONT WORK , YOU CAN ALWAYS RESTORE TO FACTORY SPEC FROM THE HIDDEN PARTITION ON YOUR HARDDRIVE.

No matter what you do, you need to partiton and format the drive and install an OS, be it with the Acer recovery disks or with an original XP install disk. You will need to boot from your CD drive to install the OS, if your drive is not bootable you will need to boot from a floppy and load drivers for the CD drive.
