There is nothing left to do for this one here. The best thing to do is to take your computer to the manufacturer for repairs. Other than that the best thing to do is to purchase an external optical drive / cdrom or dvd drive and purchase another windows xp disc and reinstall it. or if you have the windows cd for this computer that you could use that as well. Those are your best options.
you have not set the cdrom as first boot device in the bios (press F2 or Del on boot up to get in bios), choose cd as first boot device, save settings and restart the pc with your cd in the drive and then when prompted press enter

If a new motherboard is introduced the old operating system will 'Think' this new cant have this and wont work.
You would as you are on line contact Microsoft direct And tell them the new mother board/ existing drive story and they will possibly send you a release key.
Please check If your CD drive is detected on BIOS, if yes then Put a Windows XP bootale CD (checkout for the Service Pack) and choose boot from CD in the BIOS and go for "repair option" after the Agreement "I Agree-press F8" session. complete the installation then try installing the printer.
