Usually when the vacuum fails to start, a short has occurred at the Switch or Motor. Motors have brushes that in some cases wear down and fail after a long time in use. In some cases, dirt gets into a motor and acts as a resistor whereby electrical contacts fail to communicate with essential parts. A belt may seize up around the motor shaft or brush and bun out the motor.
Look inside for one of many thermal cutouts (button type) test each for continuity (with the unit unplugged of course). Also look for burned wires and repair or replace them. If you get it running and it works fine... we're done. If it still acts up then replace the magnetron and or the capacitor.

1. Turn off both your computer and the monitor.
