I have lived in China and experienced the same thing. My solution was the Personal VPN which unblocked everything while I was there. A side benefit was that the censors could not log any of my stuff since it was encrypted out of country.
Youtube might not be blocked by country. There could be blocking on firewall or if you are part of domain or some network then might be your administrator had blocked the youtube.
You can try public proxies to see if you are blocked by country or not

If you are not able to access the above link and sure you are part of Network where things are blocked

Your browser may be set to restrict Youtube. You can verify that by going to your browser's Tools >> Internet Options then click the Security tab, then Restricted Sites then click Sites button. Youtube.com should not be listed.
You may also be behind a firewall that restricts Youtube. Please contact the admin to verify.
