Check the bias oscillator is running. If you cannot, agree with the seller that they will cover the cost of repair at an authorised Akai service department or a trusted experienced repair person.

If you look around you will likely find many many Akai 4000 series reel decks for sale..some for parts.. Akai 4000 series decks used basically the same mechanism and same parts... 4000d, DS, DS II, DB, Incidentally, the Akai 1700, 1710, 1722, 1731 used the same basic mechanisms as the 4000. .

you will need to get another unit and cannibalize. These parts are no longer available
