Try this: Take out master and then close master making unit cover

Error T04-513 means: The overflow sensor is ON for a set number of times in succession.
Check the ink in the drum and the sensor which is a thin wire. If there is to much ink remove some. If the sensor is bend then correct it.

make sure the drum is pushed in all the way and then turn the ink to the right to lock it in place

A T3 error code is indication of some kind of problem associated with the clamping mechanism. Most of the time, what happens is that there is a magnet attached to a flag on the rear side of the drum and it has fallen out of place. If you can find the magnet, reattach it with a strong adhesive.
Check for smooth operation of the clamp by hand as well and lubricate if necessary.

It is part of the copy process for the ink to be there, remove the old master and slide the drum back into the Risograph. And create a new master, you can find user manuals on the net, if you are unsure how to do this.

Check the paper ejection unit that is a T20 code T02 code would be a standard tray lift issue.414 is not listed in the book for eather code

I'm pretty sure this is a printer not a copier.

Take out the cartridge and turn it upside down, you will see a (Usually) green cylinder, does it have a ring of toner, or does it appear to have been scrathed ?
Take the copy and put it next to the drum, does the lines match? Then replace cartridge. 
If not open back and take out fuser ( two screws for cover and two screws for fuser, are the rollers o.k? replace fuser.
