In addition to the Channel, we also call the Frequency, there are sub tones on each channel. You must have the channel and sub tone match in order to "hear" each other. I found a manual:

Those units dont have a lot of adjustments in them. If cleaning the contacts as advised does not help, you could have any one of a dozen issues that cannot be repaired by you and is not worth the money to fix.
After hours of digging on the net i have finally found the user manual and some crucial information about the radio. My radio was manufactured by "Wooil Telcom" which is a Korian company. The manual is somewhat similer to the original 1022zsl. check out the fcc id on the back of the radio and search it on http://www.fcc.gov/oet/ea/fccid/ you will not only find the manual but some other crucial information too.
