The rubber inlet manifold fits onto the cylinder but inside the rubber is a small 'pipe' that must fit into the small hole on the cylinder block otherwise there will not be sufficient vacuum created as the piston rises to drive the diaphragm in the carb. It is easier to fit the inlet manifold rubber to the cylinder before putting it back into the housing. Between the carb and the inlet manifold is a thin plastic 'gasket' with a small pipe. That pipe fits into the vacuum hole on the inlet manifold. Often when the machine is dismantled the inlet manifold will not go back right - it will either be less flexible or gone hard over the years so a replacement is necessary. The Stihl part is expensive but aftermarket ones are available.
fuel should never be coming out of the air filter. do you mean the pipe that goes from the engine to the air filter housing? if so thats the crankcase breather pipe and you shouldnt be getting fuel there either. if you have fuel coming out of the air filter housing then you carb is probably flooding and will need stripping and the needle vale and foat looking at
its falling between you rubber gasket and the stainless tub happens all the time . but you may want to inspect the rubber gasket to see if it is out of place or torn.
You have an air leak somewhere in your piping, housing of the pump or maybe the mechanical seal and that is causing your pump not to pump.
Try to disconnect the piping and hook a water hose up to the pump and turn the pressure on, it should show you where the air leak is by spraying water out of the leak area.

Whistle noise indicates a major vacuum leak. Maybe something loose in the intake system. Maybe a vacuum hose disconnected. Will explain lose of power also.
Hello, the smaller pipe is your liquid line, this line should never be insulated. The bigger pipe is your suction line and it should always be insulated to prevent condensation and so the refrigerant does not absorb too much heat going to the compressor. However, that should not affect the fan not coming on. It sounds like maybe a wire came loose somwhere going into the ac as you were wrapping the insulation.
Buy a can of permatex gasket adhesive. Spray dome onto the gasket, thermostat housing and thermostat (make sure only to apply to where the gasket contacts the thermostat) and let it set up. It acts as a contact cement and will make it much easier to install your thermostat.
The plastic carb mount has a hole and a slot, this is the pulse channel from the cylinder to work the pump diaphram in the carb, if you look behind the plastic plate there is a tube that fits into the cylinder under the black induction rubber, this feeds a positive and negative pressure to the carb as the piston rises and falls, make sure you have re fitted the small seal in the cylinder that seals this tube or you will have big running problems.
