You have set up the computer BIOS to boot from the network card. That means the BIOS starts up the network card which goes out on a company LAN to look for the operating system
If you did this by mistake while playing in the BIOS then you can go into the BIOS , usually by pressing F2 when you first turn the computer on, and going to boot menu and picking your hard drive.
If you bought the laptop the way it is, then it probably doesn't have an OS on the hard drive and may not have a hard drive at all.
If you came by this laptop by illegal means then I am chuckling at your misfortune.
That means your computer trying to boot from LAN port. Go bios and change the settings of PXE boot to disable and make Hard disk as first boot device. Save the settings and restart your pc. It will work

It seems that:
1. Your LAN controller and the WiFi controller could be disabled in your BIOS setup.To re-enable them, if applicable,
Press the F1(or F2 ) key repeatedly after restarting the computer to enter the BIOS setup.
Navigate through your BIOS and locate the settings for LAN conroller and wireless, and select Enabled to enable them.
2. You may not have the appropriate drivers installed on your laptop for your network controllers.
Upon further investigation, your laptop runs on the following network hardware:

Your message indicates that Pxe Boot is enabled (boot from lan card), go to bios settings and from the list of first boot options, please select the hard disk (hdd) or Cd-rom as the first boot device, reboot your system and check whether this helps or not.
It is also necessary to disconnect and reconnect your dvd/cd rom's power cable and data cable.

What is your computer brand?
Just turn it on and keep pressing esc or delete or F2 key (depending on the model. But yuo can try any of them. This will take you into the bios screen. In the bios check if hdd is detected. If not - replace HDD>if yes > reset bios to defaults and start recovery (using supplied RDVDs or Recovery partition.
