Its going to be one of two thins either the blend door is broken or the gears in the blend door motor are stripped happens often these little motors only stop once the door is closed or open but i think the timer is offten too long causing them to break the blend door or strip the motor, remove the glove box and watch them work, they are easy to remove once off you can open them up and inspect the gears, usually the one connecting to motor worm gear is stripped out. good luck

Why center AC vents blocked? all others fine

The flap that directs the airflow between your front defrost and those Center vents sounds like it is become disconnected from your control

Hot air through floor in 99 Suburban when blower is switched off

I the short answer is yes. The truck has a flow-thru vent feature as does most GM products. When the fan switch is off the outside air would flow into the truck.
I thought you could still direct the air by way of the control panel, but by the wiring diagram it looks like everything is disabled when the fan switch is in the off position.

Ac and heat will not blow threw vents just floor and defrost

Sounds like your selector switch is messed up to select where you want the flow of air to go. When you turn the switch to where you want the air to go does it work on floor and when you turn the switch to vent it doesn't?

No air flow from defrost vent on my van.

Could be a vaccum line leaking not changing the vent flap to defrost

Poor air flow from floor vents or when multiple vents choosen

There has to be something blocking the output somewhere. Check where vents come out to see if something has fallen down to block them.
