Here in Vermont we design heating systems to perform at -10 to -20 degrees. Depending upon how tight the doors and windows are, it may if your temperatures don't drop below 20 degrees. It may take a while to heat up and I would not expect any temperature over 62 degrees inside the garage. Maybe a 50,000 Btu heater? Remember the output may be 20% less than the rated input of the heater.

It will keep the space at a comfort level say around 50 with not much trouble. It is small but in the garage you don't need 70 degree air to work. To keep it say 65 you would need to get a bigger one. It all depends on where in the temperature zone you fall say your days are 30 degree's for a low and highs in the 50's. No problem but if you are like me and low's are 10 and highs are 25 then a bigger one would be recommended at least 45,000 btu's. Small formula is temp. desired say 70 then multiply size of space in your case 900 would equal 63000 btu's 70 X 900 =63,000. that is a quick formula. heat load calculation would be better to narrow it down.
