Without the model/make it is hard to say what your exact problem is but normally the manufacture's site has links to the user guide. I do have three areas you may want to look over: First the sholder straps themselves sometimes have loops or labels attachted. Make sure these are not preventing the straps from moving through the slots. Second have you attachted the sholder straps to the splitter, a metal bar attachted to the adjustment strap, if it exists on your model. Have you attachted them correctly. Third see if the splitter is stuck on something in the back.
There is normally a splitter in the back, a metal piece with two hooks that is attachted to the adjustment strap. the sholder straps latch onto this. Look in the back, make sure the strap that goes underneath in the middle is loose, Then unhook the double-hook device that holds both belts. Be good idea to take some pics before removing them completely so it is easier to put back together.
you take the seat belt and put the lap strap thru the back of the carseat and click in in on the oher side pull tight and carseat is secure. the shoulder strap part doesnt effect the safety of the car seat at all

double check on the web site. not too long ago there was a safety recall issued about the harness straps. if not you can always look on the company's web site for instructions
