There are two types of Xbox, NTSC and PAL. Games sold at U.S. play in NTSC consoles, games from europe and some other countries play in PAL, the only thing you can do is buy that game for NTSC consoles (buy the game inside u.s.). Try to sell the one you have on ebay to people at other countries.
Europe is considered PAL, theres is not way to conver a system as NTSC. only option to play game on both console is selecting Region Free Games as its compatible with both regions.
Yes you can do that but you don't need to replace the DVD Rom. You need 2 tools: PAL-to-NTSC converter box and a voltage converter. Don't know where to buy these though. Sorry.

You would need to either mod your PS2 or get Swap Magic to play PAL PS2 games on an NTSC console. Unfortunately even if you got the game to work, the screen would be jumpy and almost unplayable unless the game has a 60Hz option (there are not many with this option at all). Most PAL PS2 games are 50Hz to be compatible with European televisions, and NTSC games are 60Hz to be compatible with American and Japanese televisions.
If you can't play NTSC games then that means your xbox is probably a PAL version. There's not really much you can do about this except to buy PAL version games :(
BTW, NTSC and PAL refer to different regions. NTSC Is north america, while PAL is usually europe.
It depends on the region, if you got it from the UK it will play PAL games, it's American it'll play NTSC game, there are some games though (Ghostbusters comes to my mind) that work on either though.
Go to a search engine like www.metacrawler.com and search for "Swap Magic". The Emotion Engine processor that is reading the data from the game is told not to read certain Discs if the region code does not match the conoles country code. It mayl save a game to the memory card but not play the game or run the movie.
