This is typically done when the rear brakes are serviced. I usually rotatoe my tires at every oil change, and adjust the rear brakes at the same time. Drum brakes are adjusted by turning the self-adjuster and rotating the drum until you feel a bit of friction.
Adjusters are on the cable neer the left rear brake.If they are not siezed then it's a piece of cake,just unlock the jam nuts and tighten.If they are siezed then you need hear and patience.
