If you remove the unit from it's housing by sliding out, you can run it while it is out. This will enable you to see exactly where the sound is coming from. Very often it is because the unit is slightly out of alignment with the outer housing. This can be fixed with a spacer.

My haier 8,000 btu window unit sounds like the fan is hitting the housing when it is installed in the window. the only way it doesn't hit is if you tilt in inward towards the inside of the windows inside...

Somebody is going to have to adjust the squirrel cage blower to keep it from hitting. This happens in a lot of heat/cool window units. Sorry probably not what you wanted to hear.

How do i reconnect capacitor cbb65a-1 from my haier esa3125 12,00

The wires usually just have connectors that push on/pull off. Some capacitors run the fan and the compressor and have 3 different terminals. It is very important to make sure the wires get put back on the right terminals on this type. You can find a capacitor at a local heating and air store.

Water doens't drain properly and sitting there,

that's fairly common for window units, it's ok to drill a small hole in the underside of the case to drain the water, just be sure you don't puncture the condenser in the process.
