You need to re-install the Sony Shared Library and Sony Notebook Utilities in the Computer.
Below is the link to download the Sony Shared Library

Please download and install the Sony Shared Library in the computer first. After that restart the Computer and install the Sony Notebook Utilities.

Please make sure that you restart the Computer after each installation for the settings to take the effect.
This should fix the issue.

Visit the below page, select appropriate operating system and install the Sony Shared library and Sony Notebook Utilities.

Also ensure that the services are started for VAIO Event services.

Press Windows logo key + R key to open Run window.
Type "services.msc" without quotes.

I can't find the the hotkey utility application from the sony web site.model is VGN-NR160E. Tks !
To enable the Function keys in the Computer, it is required to install VAIO Event Services. In older Computers, the application was called Hotkey Utility and in the newer Models, VAIO Event Services is used to enable the Function keys. You can download the VAIO Event Services (Notebook Utility) from the link below.

Hot keys (Function keys) are controlled by the VAIO Event Services Utility in the VAIO Computer. Install the VAIO Event Services Utility to enable the Hot keys in the Computer to resolve the issue.

Sony vaio vgn-nr160e with vista, function+ keys wont work
Hi,
To enable the Fn keys functionality, you need to install the "Vaio Event Service" and "Sony Utility Series"
They are available to download as part of a package from the Sony website. Here is the link:

VAIO VGN-AR630E Drivers for Vista Ultimate
Vista Home premium drivers will work perfectly with Windows Vista Ultimate. When installing Vaio event service and Vaio Control center make sure that you run setup file as administrator. Right-click the setup file and select option "run as administrator". By reinstalling utilities this way they will work perfectly well
