If its 1 blink every 3 seconds its normal operation. Otherwise, this is the meaning of the various blinks:
No blinks = no poilet light (not enough power (in millivolts) to keep it lit. 2 flashes = insufficient voltage (in millivolts) to gas valve. 4 flashes = high water temperature (over heat sensor activated. 5 flashes = water temperature sensor failure. 7 flashes = gas control valve / thermostat failure. 8 flashes = Only occurs if the gas control valve or Temperature knob has been turned off And the thermocouple continued to produce electric power. 9 flashes = Combustion chamber temperature sensor open or shorted. 10 flashes = LDO occurrence was detected in the combustion chamber (contaminants).
there might be a problem. flashing lights meaning there is something wrong in either wiring or heating coil. some are equiped with manualy reset system. or some solinoid or contactor or a motorized valve. scaled water sensor or stuck float swithes.
Had this happen to me before, if you have hot water from the boiler going in and out of the boiler mate and the temps are not rising within the hot water means more than likely you may need to remove exchanger and clean sediment off element, basically sediment creates a blanket over the heat source causing poor thermal conductivity. Things to check before removing heat exchanger
- outlet temp of boiler water to aquamate -inlet temp of boiler water to aqua mate= 20-30'F if low then bad thermal transfer or poor water movement
-make sure sensor is reading properly
- get boiler temp higher to speed up thermal gain in water heater
When you removed the burner and replaced it did you bump the thermocoupler? If that isn't in the pilot light flame or ignitor heat, it will not allow your gas valve to open and send gas to your burners.
If it isn't misaligned then it could be bad or just corroded/caked and need cleaned.
There are many reasons a tankless heater will stop heating water. The first thing I would look for is a flashing red light on the burner indicator. The flash break down goes as follows
continuous blinking - typically means ignition failure or the unit is overheating; look for visible water inside the unit, have your gas pressure checked, or check the flame rod/igniter for buildup of debris
three blinks - typically indicates 16 error code; typically resolved by performing a descale
4 or 5 blinks - exotic error codes; for these you should definitely contact Noritz tech support
If there is no flashing light, first check your filter for debris. If the filter is clean, your flow sensor is probably stuck. Again I'd recommend contacting Noritz tech support to help you clean the flow sensor.

It is a tea kettle and it does flash constently
No noise at all for my tea C100 . Just it flashes and nothing more :(
