If it won't cook at the lower power level then it probably has a stuck relay on the control panel circuit board.
If it were cooking at a low power level, it would be on full power for several seconds, then when the relay opens to turn off cooking, the light gets a bit brighter, and the sound is a bit less.
Then after a few seconds you would hear the relay click on, and a little more buzzing when the magnetron energizes.

From my understanding your Frigidaire microwave is not allowing you to change your power level. I would recommend performing a reset and you can do that by disconnecting power from your microwave for ten minutes. If that does not help to resolve your issue I would suggest having a professional come out to provide a proper diagnosis. This will help to avoid any unnecessary part purchases.
