if this is under warranty still, i would take it to a service center or rma it to panasonic.. if it is not under warranty, you can try the following.
1) try a different video source and verify the problem is happening on all video sources and modes.
2.a) if the problem is not happening in all modes, remove and replace the cable that is causing the issue. if this doesn't remedy the problem, the controller for that particular input is going out
2.b) if the problem is happening in all modes, you can open the case and carefully disconnect and clean (de-oxit or rid-ox) the hirose style connectors on the back of the display panel.
3) disconnect and clean all ribbon cables around the display panel
this sounds like either the connectors are not performing adequately or are loose, the top ribbon is acting up for some reason, or the graphic controller is going out.

There should be a way to go into the screen settings on the set (either from the remote or on the bottom of the screen). From that menu you can adjust the size of the screen, stretch it, align it, etc.

If they are visable when the set is off then I would have to say yes there is moisture damage to the LCD panel itself. If visable only when turned on then you have a faulty LCD panel.
