First thing is to remove the power. Let it reset and then power it back on. That may mean shutting off a breaker if it is under the counter. When you power it back on, listen for the pump to come on. Here is something to check: Remove the bottom toe kick panel and then remove the cover over the electrical connection box. Hold one of the wire nut connectors and give each wire in it a firm tug. Wires should stay in connector. If any wire comes loose, re-connect wires and re-test. Test all connectors and wires. If that does not solve your problem, the next suspect would be one of the door latch switches.

Sounds like you drain pump as blocked. first remove the water from inside by hand, then remove the front kick plate should be just 2 screws then remove the inner panel to access the drain pump. It either has 1 screw and then twists out or has 3 screws and pulls off. but they can still be awkward to remove either way. Or if you want you can pull the machine out and lay it on its side and remove the bottom panel, this will allow you complete access into the base of the machine. There is an outer panel (toe kick) part number WD27X10207 for a white PDW9900N20 and a toe kick assembly inner part, part number WD27X10217. (this may be the " brace " you are referring to.) It is really more of a sound insulation part than a brace, and is held on by the screws through the front toe kick, one on each side. The dishwasher will work just fine without the inner part if you are missing it or it was discarded.

The heating element is attached from under the dishwasher by to nuts. So remove the kick pannel disconect the power remove the wires from the element take the nuts off and the rubber washers then remove the element from inside the dishwasher. There are also 2 brackets inside that have 2 1/4 inch screws that hold it to the tub. Install in the revers. Good Luck
