connect mobile phone to Wi Fi - go to a free wi fi point if you don't have WI FI . Or a Telstra Air hot spot. Then download the Telstra App called Telstra 24x7 and you can recharge via a voucher once you add your phone onto the app.

what network is the phone set up to connect to. I am assuming you are referring to a Prepaid Service. Go to the network provider or a store that sells a recharge voucher for you phones network and buy a recharge voucher which will explain what to input into the phone to recharge the pre-paid. If it is a contract phone contact the phone network provider . You can usually buy a recharge directly with a phone network provider and have them setup the prepaid recharge for you. Some phones are locked on to a particular network provider and would need to be unlocked (cost to you) to go on other networks.

if you have a dongle that you plug into your computer plug it in it should come up with options select the one you want put in the number the one on your voucher

OK, unfortunately this is an issue which can only be resolved by your service provider. Your service provider has a toll free number, so the call to them will not cost you anything. When you phone the provider you will need to explain to them the situation, and keep the 2 recharge vouchers nearby, because they will ask you the code on the vouchers.

They will be able to determine when the vouchers was purchased, as well as when the voucher was used.
