I suggest you should complain to the contractor and ask for reasons for his actions.

All you have to do is enter a quick description, snap a couple of pictures and you'll be able to find the people you need in your area.
You can check their previous works' reviews and chat with them to create a clear opinion about them and the way they work!!

Complain first in writing to the contractor. If not satisfied with response advise that you will complain to Better Business Bureau and sue in Small Claims court. Be aware that it is critical that you have a contract that specified what you were quoted. Use an app to record all phone calls with contractor.
