You can check the cooling fan by disconnecting the plug at the motor and run jumper wires from the battery directly to the fan motor it should run if its working if it doesn`t run then the cooling fan motor needs replacing. if it does run then check the plug for a bad connection. other things can cause this like the cooling fan relay, the coolant sensor that sends a signal for the computer to turn on the cooling fan by sending a signal to the relay.

your dimmer switch has went out on you I had the exact same problem with my mustang and thats what i found it to be you can go to any parts store and get the dimmer switch. replace it and this will solve your troubles.

Find your high side A/C line, it will be the smaller of the two . Look where it connects to the condensor and there should be a connection there . Disconnect the lines and it will inside the line going away from the front line that was disconnected .

Couple things.
Temp. sensor may be shot, which usually tells fans to kick on at appropriate temp. Fan may be physically shot from usage. With car OFF, see if you can spin blade FREELY. It shouldn't turn hard at all, if so, fan bearings shot. Hard to say if MIL is related to this.
