Typically in small pumps and compressors if there is no belt then it is an oiless system. Your particular one is oilless, so there is no need to oil the pump.

Theres some websites out there that should have the wiring diagrams you need. Just google Ford Windstar 1999 Radio wiring diagrams.

I found one for my 1994 when I owned it. I'm sure they carry this particular vehicle as well.
