Sure, a motherboard can be a dud out of the box like any other part. If you have a known good power supply, processor and memory installed, and the machine doesn't boot and you have no video, the only thing left is a non-working motherboard. Return it to the vendor and get it exchanged as defective.

My computer makes 1 long beep and three short beeps on startup. No signal to monitor. monitor checks out ok on another computer, so does my video card and cable. could I have a problem in the motherboard?

This code is an indication that your video card has a problem.
Try removing it and putting it back in. Make sure it's properly seated (that's probably the problem)

Powers up but monitor detects no signal

check the graphics card is working by plugging in another card known to be good
check on another monitor to see if you get a signal
check if the cpu heatsink is getting warm and the fan is spinning.

If all check out, remove ram modules and try to reboot, if you get any beeps other than one beep, the fault lies in the ram modules
If you get no beeps, I'd say that the motherboard is dead

No monitor signal

have you tried checking the monitor to another computer? it could be the monitor?
if not, could be the graphics/video card, or even the motherboard itself could be faulty!

Viper remote 771xv works, but gives three steady tones at regular intervals after using.

That means that your remote is not receiving a signal from the remote starter. That's a two-way unit designed to transmit(tx) and receive(rx) signals to and from the antenna or brain. If it doesn't do either one, the remote will give you three triple beeps.
