try the mobile site www.m.facebook.com. if you can't get onto the mobile site too it might mean facebook is blocked

Have you tried logging in with a different browser? if that doesn't work or you don't want to switch browsers try clearing you browser history and clearing all the cookie and caches. You can do this by going into the settings or options tab of whatever browser you're using.
