Carefully take the cover off that holds the cord as soon as the cover comes off the cord will probably retract. If it doesnt find look to see where it is binding. If it does there will be 2 pieces on the fly wheel that engage the part that holds the cord. Us a brake cleaning airisol product to clean them they are probably stuck. If you want to lubricate them use a product with teflon (PTFE) in it, it doesn't attract dust. Put it back togather.
