If you are getting voltage on the board your power lead is fine now. Try this: remove all power from board. remove bios battery. resupply power. tun unit on (with button) . remove power. reconnect bios battery. resupply power. turn on.

I am not exactly sure what is the problem. Are you certain it is a power problem with the mother board? It could also be damaged or non functional.
Here's a troubleshooting guide from HP that might help you.

SOURCE: Power jack connection broken on HP Omnibook xe3

I bought a docking station (port replicator) off ebay, and it has worked great. I had a look at the motherboard, and the docking station uses a different connection for power than the damaged AC port. So in summary, yes a docking port should solve your problem.

If you can get a docking station for it you may be able to solve it that way.

Suggestions;

Anti-Static wrist strap connected to ground source, and your wrist;

1) The jack your AC adapter plugs into on the motherboard, is the DC Power Jack.
Motherboard out of case, power to motherboard, take your multimeter and see if you are getting 19 VDC at the DC Power Jack's positive solder joint, on motherboard.

The center pin of the jack is Positive. (The inner cylindrical shell is Negative)
Follow the DC Power Jack's positive pin from the Center of the jack, to the motherboard.

You probably won't be able to touch your meter's Positive (Red) probe, to the DC Power Jack's positive pin under the jack; so touch it's solder joint on the opposite side of the motherboard.
(DC Power Jack should be soldered close to the motherboard, is why)

Of course also touch the Negative lead, (Black probe), of your meter, to the Negative, (Ground) solder joint for the DC Power Jack.

Getting 19 volts DC?

See if there is a cracked solder joint, for any of the DC Power Jack's pin connections to the motherboard.
ANY perceptible movement of the DC Power Jack on the motherboard, indicates a bad power jack, and may indicate a broken/cracked solder joint.
Center pin of DC Power Jack is loose? Bad DC Power Jack. Replace.

2) DC Power Jack is determined to be in good repair? No cracked/broken solder joints?
The next components in the power circuit on the motherboard, leading From the power jack, are P. MOSFET's.
Power MOSFET.

3) The last thing that concerns me, although I probably should have listed it first; is the AC adapter you are using.
Concern is that it doesn't have the 'intelligent chipset' that matches the Compaq CQ1-1225 All-In-One desktop PC's circuitry.

Diagram schematics

without schem measure the AC ripple on the DC line and see if it is unreasonable. If so start replacing filter caps. measure AC before and after - if change is large the cap is probably ok.

I have XPS M1530 DELL Laptop. DC JACK(power charging port has broken from mother with a very small piece of mother board)....I had tried to call customer care ..he told you should change the motherboard...

If this motherboard is a multi-layer motherboard then it is impossible to repair.
You can try to repair the motherboard by glueing the broken piece onto the motherboard with epoxy glue. Then identify the broken power circuit tracks between both parts of the circuit board, and then solder wires across these tracks or to the closest solder connections to re-establish the electrical connections on the motherboard.
If this does not fix the problem then most likely it is a multi-layer motherboard and you cannot bridge the internal connection inside the motherboard.

No power indication on the laptop even with power code connected, no power after switching the on/off button. The power module tests fine with VOM.

You have a bad DC jack. It was either broken from the motherboard, or the solder melted from overheating. Have a local technician fix the DC jack for you and you will be fine. Standard price for a DC jack repair should be no more than $80.
Good luck!
