I bought the game, downloaded it. In the tutorial when you get to the sniper, his little circle view or scope is blurry. Can't see anything. Any idea why?

if you need some Sniper Elite 4 CD Keys, you can have a view on https://www.m8x.com, getting the CDKeys, then you can get licence to play the game, good luck to you
Go to your system settings screen and go into your memory storage and go to your hardrive. If you scroll down to Sniper Elite 3 and open it you should see save data. You may see a yellow circle with a exclamation point on it. It means that the save data is corrupted. If that isn't the case then you may want to test your disc on another console. if you downloaded the game then you may want to redownload the game, you can move your save data to a flash drive to protect any progress you made in the game.
Sniper elite code means Sniper Elite CD Keys, that's the licences for playing the game, you need get them from legal and safe site, such as https://www.m8x.com, you can have a view there, good luck to you
It's not a high end scope. Most times you're better off buying a lower power scope of better quality and you'll still be able to see more clearly than with a higher power yet lower quality scope.
Consider that 6x, and lower power, scopes were pretty much standard for WWII snipers, and that fixed 10x is still an accepted power level for snipers these days.
A scope is a personal preference really but there are some ground rules that do need to be followed.
any scope will be effective in a good shooters hands. however there are some bells and whistles that are nice to have.
1) For long distance shooting a scope with 40 MOA is preferable this allows for 10 MOA down and 30 MOA up giving the rifle the ability to zero for any range.
2) Hold over graphs are a beauty when your in a rapid target environment. here is an example http://www.zeiss.com/C12568CF00206298/GraphikTitelIntern/rz1000_lg/$File/rz1000_lg.gif
this is more of a hunting scope but this hold over calibration allows for rapid fire.
