There is no flow rating because it would depend on too many factors. What you do need to check is the float valve. The water valve is opening and closing like it should be but the reservoir is filling too much.
Is this a newly installed unit it sounds as if there's a wiring issue. Could you show a picture of the wiring terminals. If this is not a new install try turning of your furnace fan.
humidifiers have a drain and if there is water going in it will be coming out the drain. check drain to see if it is clear, check hoses going into top of humidifier for cracks, check filter in humidifier.
I've never heard of a manually-filled furnace humidifier. We use a whole-house, stand-alone humidifier (manually-filled) and it works just fine. Easy to fill, easy to clean, easy to maintain. Even if there were such a thing as a manually-filled furnace humidifier, in the case you describe, I would much rather stay inside to fill my humidifier than get bundled up and step outside into the cold to do it. Hello, the coil should be normally closed when no power is applied to it and should have continuity. The best way to check it however is to bring power directly to it, if it does not open when 24 volts is applied to it then it must be replaced. Typically the entire valve is replaced
