Sounds like you need a blower motor resistor. It has bad paths between the 1 and 2 speed circuits.

The heater blower motor stopped working on my 95 suzuki sidekick.

if it dont blow on high , it can only be 3 things. (wires are always suspect and conn.. in all electrics.)
1: blown fuse.
2: bad switch (see link, below for how to fix THIS switch.)
3: bad blower motor.
there are 2 ways to find it, not guessing...
A: use a voltmeter, Got 12vdc to motor on fan?
no ? then got 12vdc into switch? yes, then switch is blown
B: hot wire fan, work now, yes, motor good.

see no heat page'

http://www.fixkick.com/AirCond/heater.html

see it here. the 25amp fuse, fan draws about 15amps

most cars call this blower. (new cars have up to 5 fans)

these Suz, dont have spare switches now, for many older year cars.
see list above for p/n of the ones they do, this is one of the hardest
parts to source on zuk and some have CAMI switches and others have Japan real . (production options..)

1999 VW Passat AC/heat doesn't work? The belt broke this summer? I was told should still blow heat even if no belt?

If you are talking about the belt for the ac compressor, yes the heater should still work.
If the blower is not working, you will need to have the blower motor checked for voltage and ground.

You might have a bad speed selector switch, or your blower motor resistor is faulty.
