Note the diagram and wire color, two fuses, the fuse that says hot all the time should be for radio memory and clock. The fuse that says hot with key on, should operates the radio. This is base radio wiring.
A 2001 Dodge Stratus SE has a 4 cylinder 2.4 liter engine it should be under air cleaner box bolted into engine on top of front side of transmission with red battery cable attached to it. Hope this helps

Sound like your clock spring under the steering wheel is bad. Check with Chrysler dealer I know there was a safety recall on a lot of Chrysler Dodge products about this because the air bag will not work properly. Good luck
sometimes you cant trust those dummy lights, i would keep driving it or have your car parked and turned off and turn you key on to aux. and turn off and the turn on aux again, and the ck engine light will blink count the blinks and spaces and the car will give you a code and if there is something wrong, then the code is were you want to start, look on line for the code or get a 2001 dodge stratus manual that will tell you as well and then go from there
