Best thing to do is to make sure only the CPU, Power Supply and memory are hooked up to the motherboard and then turn it on and see if you get video. If you don't get video then it probably is the motherboard that is bad and it wouldn't be worth your time spendingany more postage on it.
Also check the capacitors on your motherboard and see if any of them are bulging from the top, if they are then you might want to try and replace those with capacitors of the same value.
My feeling though is that the motherboard is bad and you would need to get a new one.
The power supply unit should be scrutinized in order to make sure correct voltages - (+/- 3.3, 5, and 12) are supplied. Detach every cable connecting resources like DVD-ROM drive, Hard Drive(s), Floppy disk drive, etc, from the motherboard. Remove also any expansion cards, including VGA. I recommend you use the onboard VGA. If you can lay hand on any 512Mb RAM, that is preferred. However, you can use the RAM modules already on it but one at a time. Make sure the CMOS jumper(if any) is set on NORMAL. If at the end of these exercises nothing positve happened, is time to return the board. Good luck
