the parking brake is adjusted first pre the service manual then
the switch must be adjusted to for closure brake released;
i use volt meter that switch after install and make sure it works
if not RTM read the service manual , on topic

Electronic Parking Brake Description

Vehicles with the electric parking brake have a switch in the center console, which takes the place of the manual parking brake system, the foot pedal and release handle. In case of insufficient electrical power, the electric parking brake cannot be applied or released.
Occasionally, the electronic parking brake will automatically apply when the vehicle is not moving. The electronic parking brake performs a operational check every 50 key cycles. When this check is being performed, the park brake light on the instrument cluster becomes illuminated. This function does not affect the normal operation of the vehicle. Electric Parking Brake Control ModuleThe parking brake control module has an internal motor, apply actuator, release actuator, and temperature sensor. The parking brake control module also contains the logic for applying and releasing the parking brake when commanded by the park brake control switch. When the parking brake control module receives a signal from the switch the internal circuit board temperature is checked to verify it is within operating range before the control module performs the requested operation.
The electric parking brake module receives hard wired signals from the apply/release switch and communication enable. The electric parking brake module receives wheel speed sensor signals, engine torque, gear information, brake pedal signal, and etc. through GM-LAN.

What kind of chrysler? It should release with the brake release handle. Is it a floor mount park brake or a console mounted park brake.Is the brake released with the handle but seems like it is still on/
1st step hard on the brake pad and hold then u mek sure that the gear liver is in nutro or parking then u press the the small burton on the parking brake liver and hold then u start to move it.
Moving the shift lever from park should release the parking brake.
If it fails to then there is a very small lever under the dash near the parking brake pedal and hood release that should also release it.
There should be a manual release. Reach up along the parking brake pedal. Ford has a manual lever that you pull toward yourself to release the parking brake. Hope this helps our with your problem. Best of luck. Greg

The automatic (vacuum) release-type is standard equipment on all vehicles.
The automatic vacuum-type parking brake system contains the following features:
A parking brake release control motor (2A843) with mounting bracket bolted to the parking brake control .
The vacuum-actuated diaphragm within the parking brake release control motor which is connected by a rod to the upper end of the parking brake release vacuum hose (2B653) .
The parking brake release vacuum hose which connects the parking brake release control motor to the engine manifold through a vacuum release switch at the steering column tube (3514) .
The parking brake release control motor which is actuated to release the parking brake whenever the engine is running and the transmission is in a forward-driving gear.
The automatic parking brake control which has a manual release feature that releases the foot parking brake control by applying force to the parking brake control pedal in the "apply" direction to the point of initial application.
The parking brake control will return to the full-release position after removing the force.
If there is not a release lever then maybe its a "Press to release style" try lightly stepping down on it again to see if it releases.
Note: Do not drive your car with the E-brake engaged, it will at the least wear out the rear brakes and at most (in extreme cases)cause the brake surfaces to get extremely hot and warp, and possibly cause a fire.
adjust the park brake cable first (3 pedal clicks and brake should start to engage the rear wheels) then lube the park brake ratchet release parts (under the dash) with WD40, this should take care of the problem.
