Try another screen, if its ok than its your screen. if the other screen (even an old one) does it than its your video card.
you can also put your screen to another computer and if it does it than you know its the screen.

If you hear the CPU fan turn on that doesn't mean the CPU itself is working. It can be only that the motherboard is getting power. Check all your connections such as monitor and peripherals and re-connect them. If you still don't get P.O.S.T. or ANY letters or boot options on your screen then your CPU is dead. (unless your monitor is bad) Another easy diagnostic is using your ears. For example the pitch sound of the fan in some motherboards tends to lower and then increase because it's reading of the hard drive. This means your CPU is ok but either your graphics connection is bad or your monitor is.
First i would check my connection cables. I have had a cable go bad in the past and monitor was fine after replacing the cable. if that doesnt help, fortunately, Vieiwsonic has on eof the better support depts.
Sounds like a hardware failure inside your monitor.
If it's still under warranty I would suggest you return your monitor for a new one. If it's not, then I would recommend looking for a local repair shop to repair it or try to purchase a new or used monitor to replace it.
You have two possible problems. 1. Monitor 2. Computer
Here's what you can do: 1. Unplug the cord which connects the monitor and the chassis or the CPU of your computer. It's the blue one. 2. Let the monitor to turn on even if it's not connected to the chassis or the CPU of your computer. If you can see their a box which is moving around the screen, then, your monitor is working fine. If none, then you should buy a new monitor. 3. If your monitor is working fine because you can see something on the screen after unplugging it from the CPU, then it's the CPU that has a problem on it.
If the monitor passes the test, then, the CPU needs some troubleshooting. Opening a chassis is not that hard but it still need some troubleshooting hands for you to do that. If you are not that techy, I suggest you get a technician to do that or any person who can do the troubleshooting.
Here's the troubleshooting that should be done.
1. Unplug the CPU the drain the power by pressing and holding the power button for 5-10 seconds. 2. Open the chassis. Then re seat the memory stick. Check if it works by turning it on, you have to connect the monitor while checking it. 3. If no go. Unplug, do the same with the hard drive, but most of the time, if the Led is orange, it's the memory that is not working fine.

my hcl 17inches monitor is displaying contrast,brightness etc automatically in the middle of the screen.even if i press the menu buttons it disappears for a sec and comes again and again.what should i do to solve this?
You first take post( power on self test) connect power cord & disconnect signal cable you will see massage no signal check siganl cable then problem will be in cpu this problem may be solved by cleaning dust in cpu if montor shows no display then problem will in monitor open it check o/p of smps if not disolder path of eht if o/p comes then eht is faulty replace it
