you need to check you have a microphone, and if so go to your optons in your programm you use and set it up. most web cams come with mics built in and the programmes usually sort it automatically, if this is not the case you will need to do it manually. or you can get headphones with a microphone.

The luminiscent tube is not powered or defective. Check the connection between the laptop and inverter board (small pc board at the bottom of the screen), between the lamp and the inverter board, the fuse of the inverter board and the lamp itself.
I use guaranteed working lamp to check if the inverter works. After that I check the lamp of the laptop powering it with another inverter, taken from a broken scanner. Inverter boards are very common and you can easily find replacement on ebay. Be careful with the voltage going to the lamp. It is very high and you can easily burn the inverter or your finger. Remove the power and the battery before opening any covers.
