Most likely it is a fault with the external monitor, either an inverter circuit board or the CCFL lamp. To confirm if the laptop video card is faulty, connect another external monotor to the laptop and if the monitor is OK then it confirms the Samsung monitor is faulty.
This tv still under warrenty?Call Samsung for service.Ur tv the power supply board is dead.That the board where the power a/c cord plug into it.That is ur tv power supply board and is dead.It must require replacing.Tries websites like Shopjimmy.com,ebay.com to buy a refurbish power supply board for the replacemnt,if the tv is out of warrenty.

IF it is making a clicking noise it is the SUB PSU , the one that powers the embedded PC, there are 2 CAPACITORS on the PCB that will be domed at the top a 1000uf and 1500uf, they are on the secondary side , this is a common problem with this and the 460PXN (same psu) replace caps with higher voltage rating is my advice,!!! I did everything OK!!
