In the BIOS (F2 or del or f1) on boot time at the pc first manufacturer boot screen.
Depending on your pc - there may be an option in the Security section of the BIOS there may be a section for TMP is ON or OFF. You can try set to Off or Disabled.
Otherwise a reset all settings to the "default optimal" settings should clear it.
Turn laptop on and enter BIOS look for the hotkey it will be f2 or something similar. Then look in all the categories for the enable disable TPM function and disable it then save changes and reboot. Hope this helps.
YOU NEED TO FORMAT YOUR HARD DISK THROUGH PARTITION MAGIC PROGRAM

THEN TREAT YOUR HARD DISK WITH IT
unfortunately not much information provided. but TPM can be enabled and disabled in your BIOS or SETUP when you first switch your machine on you should see a prompt press [f2] or [del] or [f1] depends on your machine...
If the TPM is not enabled in the Bios,Then you can use Bitlocker.
If it is enabled,You will need to check with Toshiba for compatibility issues or disable TPM
