Try to insert it correctly in the right place, to see if the fan is ok, try plugging it in another place on the motherboard, you will find at least two other place on the motherboard to plug in a fan.

Check to ensure the fan is fully plugged into the correct port on the mother board. If it is, you will probably need to replace the fan.

It seem that changing the mother board was needed to confirm as there seems to be a problem related to non communication of the mother board with the CPU, RAM and sections.

use bios CD update bios on the mother board.ok
after that cpu fan...refix the cpu fan after cline,
apply the paste on the Proccessor.it working fine

Fan spinning hard is usually a CPU issue.
If you've made any hardware changes to your computer, undo them. This happened to me when I was trying to upgrade my Processor (CPU) and I had the wrong kind.

Hi,
If everything was working fine before, and you flashed bios unsuccessfully, then yes, if would be a bios problem.

If you didn't flash the bios you should check the connections on your monitor. If that's okay then check your memory, hard drive and cpu.

Mother board light comes when I plug the board, but when I push the power button the light by the CPU blinks and the fan on the CPU turns a few times then nothing

It's probably a motherboard issue, since you can get power to the board, but it doesn't fully power up. I would replace the motherboard and see if the problem persists. I hope this helps!
