use a business card for the gap get the valves all the way up loosen the nut on the rocker arm snugg rocker arm bolt til you have slight resistance pulling the card out tighten nut while holding bolt
if the motor has been on its side the oil has runs out thru the muffler and air filter. briggs are famous for doing that. let it sit overnight and remove the air cleaner and you see is fill of oil. next day take the spark plug and clean it and check the gap then put it back, take carburator cleaner and spray some inside the carburator, check the oil level and start.if it wont start then is time to clean carburator. the air filter if is wet in oil and is the dry type. get a new one.
It may not have a filter, but if it does it would be a small spin on type on the left side of the engine about 4 inches in diameter. Use SAE 30 in that engine. It takes about 48 ounces of oil. Sears sells 48 oz bottles or you can use oil from your favorite auto parts store. Just don't over fill or it will smoke. Verify level with dip stick screwed in.
Drain oil... it is full of gasoline due to a bad float pin and rubber gromet in your carb. When your float pin and gromet fail, gas just keeps flowing into your carburetor, eventually flooding your motor with gas and oil mix.
