I added a 2 inch riser to my dyna and didnt have to replace any cables, so - to answer your question, not always. There is plenty of wiggle room, however, if there is gonna be more difference that about 2 inches, replacement will be required. ADJUSTMENT WILL DEFINITELY be needed. And no, its not difficult, when u have the bars off, its nearly 1/2 done anyway

the abs module needs to be bled via the hd digital technician 2 software; sorry need to take it to a dealer; can't fully bleed the module w/o it and it may interfere w/ warranty issues later

There is a snap ring on the bottom of the post that holds the lever in. Use snap ring pliers to remove the snap ring, remove post disconnect the lever from the cable.

This is by design. When you have new pads on the bike and a rotor within limits the lever has very limited travel before engaging.
As these parts wear the position of which the lever engages changes. Unless you know that at the last brake pad change the caliper was "centered" this could account for the travel and will result in premature wear on the components.

spray lithium grease on switch button and make sure housing for throttle and switches are as tight to brake handle clamp as possible. Also if there is the mechanical lever in brake clamp the "paddle" may need to be bent a little
