Is there grass/dirt etc.caught in the blades?

Timing or stuck valve. If it is indeed getting fuel into the cylinder. Try directly squirting a small amount of fuel into the carb throat. If it then actually fires off you know the carb needs a cleaning. Be careful though as if it happens to backfire it can try to catch fire.

try forcing the wheel to move get the ztr rear off the ground and try turning the wheel if dont but pump sqeeled you have a bad check valve or pump is going out i say bad check vale rebuild it

I have found these timers to be the most difficult for a homeowner to master. I suggest going to Toro's web site and downloading the operating instructions.

try toros web site you should be able to type in model number and it may show you a diagram or a book you could buy

You will remove the wires from the switch and tape them together.
You can then test your switch, and also see if it will crank up with the switch bypassed
