I don't know about HHMM but I do know you can set "HH:MM:SS" which is closer to what you're after:

1. Go to Start
2. Control Panel
3. Region and Language Settings
4. Customize
5. Time
6. Time style:
7. HH:MM:ss
8. Select OK

You can get the green eyecups for the military marine model from steinerpartsdirect.com I can also recommend changing the standard neck strap with a neoprene one for an older Steiner Nighthunter that is non cliclock. Makes for a much more confortable carry. Just make sure it is one that loops and isn't click lock.

When in the time set mode press the A button, this will toggle from military time to standard. I discovered this through trial and error, not in instructions.

Press lower right, then upper left.

Hold "Set"
use "mode" to browse
when you get to time setting the 24h/12h setting should be first thing you can do. press "St/Sp" button when you see the "24h" icon flash it should switch to "12h"
Press "Set" You are done!
