Car was tuned up about 2 months ago, new alternator and belt about a month ago.

I had the same problem, repeatedly for more than a year. Turns out that the first time the belt broke and was replaced, something in the piece that the belt raps around was moved very slightly out of line. The mechanic told me that the piece has to eb calibrated perfectly; otherwise the belt will keep loosening and breaking. The piece--I think it was the bracket (or whatever) on the water pumpt that holds the belt onto the pump--was reclaibrated, and, voila! No further problems, at not yet.

yeh, mine did the same thing with a hydralic belt. it was the bearings. mazda capellas use a lot of 6202 bearings which, luckily, are fairly cheap, and are commonly used in pool pumps. so you can find them at pool pump repair stores. although pool pumps use 6202 2RSR bearings. these are just the water proof type, but are excactly the same size and can be used.
to test if it is a bearing problem, remove the belt and try to twist the individual wheels by hand, you should be able to turn the 2 smaller ones.
from memory the alternator belt is in a fairly in accessable postition so the belt is going to be hard to put back on.try other things first, like wiping the inner side of the belt with a dry cloth to remove moisture.
worst case senario is your alternator has, or is starting to, seize up and you need to replace it.

is your belt slipping? You may have a bad tensioner pulley. Check all pulleys make sure they will spin and not lock up, if they feel really tight or after rotating them around several times they get tight replace
