if the shaver is DEAD and the green light no longer illuminates when you plug it in, the circuit board is almost certainly bad. The circuit board will burn out if you run the shaver from the batteries for a long time after the batteries have stopped charing properly.
you can purchase a new circuit board which has the batteries alrady on it. it just needs to be dropped in place inside the shaver.

You will need to replace the battery pack. Depending on when your shaver was made, it may have one of two different battery types. You will ned to look inside to see which you need before ordering.

To open, remove the two round screw covers on the bottom of the shaver. Remove screws to remove bottom of shaver. The outer case will then slide off the bottom. Push the trimmer up to be abl to take the circuit board out. BE CAREFUL not to detach trimmer oryou will not likely get it back on yourself.
Your battery(s) will be one of the two types below found at shaveroutlet.com

that manual does not have the battery removal instructions. I am trying to do the same thing and have only disassembled part of it and cant figure out how to get the main case off. I took off every visable screw and removed rubber pieces only to find out there werent any screws underneath.

SOURCE: How do I open the Remington 9190 Electric Shaver

Remove the Two ( 2 ) Phillips Head screws on the Back side of the
R 9190 shaver near the Electrical Plug .

Pry off the Gray Rubber cover that those two ( 2 ) now removed screws went thru.
Now remove the Two ( 2 ) exposed screws up near the " Trimmer Switch "
Note: If you Popped off the " Trimmer Switch " during your efforts - DON'T WORRY . It will simply pop back in place when you are finished with your repairs.

You'll only need a couple of tools and a little time. The steps are pretty easy.
  • Take your electric razor apart to find out what type of replacement battery you need.
  • Buy your replacement batteries.
  • Remove your old batteries
  • Solder the new batteries and place.
  • Reassemble your razor and test it.

There are a couple of ways to buy your replacement batteries.
  • Do a google search using the model number of your razor.
  • Find the original battery model number and search using that
  • Find the original battery voltage and milliamps and search using that information.
Using the model of your razor, you might want to try shavers.com or, If your not good at soldering, purchase pre-tabbed batteries already soldered on them. If your batteries are a standard size, you can purchase them from Amazon at a reasonable price.

This 'cover' is not availble as a replacement part. In fact, NONE of the parts on the body of this shaver model are available as replacement parts. Only the foil, frame and cutters are available as replacement parts
Furthermore, this is a discontinued model. Replacing it with another MS-280 will be difficult. However, there is a similar model MS2-390 available from shaveroutlet.com. See link below

Shaver won't hold a charge, can battery be replaced?

Yes, you can replace the rechargeable batteries in your shaver with a few basic skills. If you can disasseble the shell case and have access to a soldering iron, you can remove the old faulty batteries and reinstall the replacement ones. Not only will you save a ton of money, but you'll have your trusty shaver running like new quickly!

Surfing the internet is the best way to find the battery. Here's a link which might be a place you could start your search:

It's not extremely difficult to replace the battery. There may be solder connections to deal with.
