When I run my dishwasher, the upper arm does not spin. Water just drains from it. My husband has taken the dishwasher apart and nothing appears damaged in the motor, impeller, or anything else.

Please check if something is blocked near the top spray arm, also make sure that all holes are oopen. Use a sharp metal pin to clean the holes on the top spray arm. Make sure the water pressure is not low.
under the screen and youl'll need a Torx driver to get to it after you remove the spray arm and screen. Check to see that the path it travels is clear. I have seen these get blocked up by stuff.
Now check if the top arm spins freely and check the bearings for the arm, if they are producing extra friction while the spray arm spins. Hope this helps... Please post back if you need more assistance.
The most likely answer is that your upper rotor spray arm isn't spinning or spraying water. They aren't powered by a motor - they are driven by water pressure. The most common reason for them not spinning is a blockage somewhere. The lower rotor arm is spraying dirt from the plates in the lower rack onto the glassware and there is no spray from the upper rotor arm to rinse it off.
Check the small spray holes on the top of the upper rotor arm. If they are blocked, use a large pin or a cocktail stick to clean them out. If they aren't blocked, check to see whether the upper rotor arm is spinning by following these steps:
1. Note the exact position of the upper spray arm or spin it so that it is running precisely left to right or front to back 2. Close the door 3. Start any wash cycle 4 After it has finished filling with water and starting cycling the water, open the door and note the position of the upper spray arm again.
If the spray arm is in the exact same position as when you closed the door it's almost definite that it's not spinning. In this event, cancel the wash and do the above test one more time just to eliminate the element of pure chance.

bosch shu5312uc upper spray does not spin. pours water through the center section thus not propelling the arm. any ideas? should the upper arm have any o-rings
I would lift the drain pipe higher. approx. 1/2 the height of the dishwasher . also rechack incomming water supply. Make sure no blockages and the like. Try again.
When you say the top arm does not spin, remember that the LG model x811 family has the Vario feature that alternates between routing the pumped water to the bottom arm and then the top arms alternately. So anytime the dishwasher is washing and rinsing, either the lower or upper arms will be spinning.
If the problem is not above, then the motor that drives the check valve may have failed (or the check valve is obstructed inside.)

Cleaning the filter was the right thing to try.
Since you don't see cracks/breaks on the spray arm and it appears that it is spinning freely, I doubt that replacing the spray arm will fix your problem.
If your dishwasher is several years old, your problem is likely a failing pump motor, but before you swap that out, check that the impeller is not damaged. Good Luck!
It sounds like you have a model that has a pot washer cycle that blocks water flow to those arms. What cycles are on your keypad? Sounds like you have it set or single rack wash
I found the problem to be neither blockages of the upper arm or roof spray arm or the upper basket arm hitting the the back of the dishwasher. the problem was that the pump inlet where the food scraps are macerated was blocked with all manner of gunge including small chicken bones plastic and other detritus. Removal of the macerator housing under the upper filter housing using 2 different sizes of torx driver easily fixed the problem. Probably why the upper dish rack cleaning degraded overtime, Directly proportional to the amount of detritus blocking the intake screen behind the macerator.ator. See pics
